Bad behavior, as in negativity, should be ignored, you don't teach, or build anything if you focus on being negative, about negativity.(it doesn't change the momentum). You need to promote the good behavior, to have growth, a development towards positivity. Bad behavior as in crime, should be dealt with of course, because you can't just tollerate that extreme negativity to damage other people. So in-general you focus on the good, and don't respond to the bad, if it's extreme though, you need to protect people from this extreme negativity.
